Success

You can’t track what you don’t measure, and what you don’t
measure rarely gets done. While there are hundreds of data
points within the Portland Plan to track progress, it is simply
not feasible to measure everything. Instead, The Portland Plan
identifies 12 core measures — each serves as an indicator
about the city.
