In the second essay of her book “Can We Talk about Race?” Tatum observes a historical element that relates to the misused cognition of standardized testing that inflicts damage upon the notion of racism, which she suggests is rooted in the Eugenics movement. Hence, Dr. Tatum argues that "the notion of intelligence has been used over the years to inhibit and stereotype people of color as beings “less than capable” of learning."
