the European Parliament ; the referendum was combined with the 1989 European elections . The letter was supported by the Commission ’ s Directorate-General for Communication , with responsibility for the dissemination of European policies , and it followed the entire process of European treaty reform from the fall of the Berlin Wall in November 1989 to the start of negotiations leading to the Treaty of Amsterdam in 1996 .
