“ California Alliance for Jobs led the effort to qualify Measure A because Sacramento needs safer roads , familysupporting jobs and better air quality for everyone ,” says Michael Quigley , the Alliance ’ s executive director . “ With a broad coalition of business , labor and local government leaders in support of Measure A , we believe voters will recognize that the return on these local transportation investments will support Sacramento ’ s economy for decades to come .”
Measure A and the Elk Grove Safety / Quality of Life Measure — which will generate an additional $ 21 million annually to address crime reduction , homelessness , street repairs and other community purposes — both include provisions that require at least 25 percent of the funds generated to be deposited in financial institutions headquartered either in Sacramento County or within 25 miles of the county ’ s borders . This stipulation is part of Region Business ’ RISE initiative , which is designed to encourage local governments to deposit a greater percentage of public funds in community banks and credit unions .
“ The money that the city receives in revenues that we can put back into the community through community banks is a reinvestment in local businesses and organizations ,” says Elk Grove City Manager Jason Behrmann .
While Measure A is facing little opposition , Measure O , another ballot measure backed by Region Business , has taken a more contentious route . Titled “ The Emergency Shelter and Enforcement Act of 2022 ,” it addresses Sacramento ’ s homelessness crisis .
The Sacramento City Council agreed in April to place a sweeping measure onto the city ballot that required the city to provide new shelter and secure camping locations where the homeless can find help . That measure was based on a planned ballot initiative backed by Region Business , the Sacramento Metropolitan Chamber of Commerce and other business interests .
When the city council agreed to put the measure before voters , the business groups stopped collecting the signatures needed to get the initiative on the ballot . Then rumblings began that the council might rescind its vote because Sacramento
