Leopold says a key to the region ’ s growth is that the county and its cities work together , along with the United Auburn tribal council , with the understanding that they are interdependent on each other for success . “ We all understand that the regional benefit is there , so we ’ ve been tremendous partners together ,” he says . “ From the county ’ s standpoint , we look at opportunities where we share benefits .”
The county is also dedicated to ensuring that all this development isn ’ t harming the land . The Placer County Conservation Program was founded by Placer County , the City of Lincoln , Placer County Water Agency and South Placer Regional Transportation Authority in cooperation with state and federal agencies to ensure that the land is strategically managed by protecting , enhancing and restoring special-status species and natural communities in western Placer County . The organization also works to streamline state and federal permitting for covered development activities . Since the PCCP reports that the population of western Placer County is expected to roughly double by 2065 , it ’ s important to minimize and mitigate the impacts of that growth on the region ’ s flora and fauna .
“ The Placer County Conservation Program is vital for preserving Placer ’ s natural heritage ( and ) agricultural land , as well as protecting endangered species and their habit ,” says Placer County Board of Supervisors Chair and District 2 Supervisor Robert Weygandt . “ Our geographic diversity , strong economy and cultural heritage towards the land are just some of the reasons why Placer County continually ranks as having the number-one quality of life in California .”

WESTERN PLACER WASTE MANAGEMENT AUTHORITY

PREPARING FOR THE FUTURE NOW

The Western Placer Waste Management Authority was formed through a joint exercise of powers agreement in 1978 among the cities of Rocklin , Roseville and Lincoln and Placer County to manage solid waste and recycling on a regional basis . The WPWMA provides recycling and disposal services to a majority of Placer County ’ s residents and businesses .

In 1995 , the WPWMA built its Materials Recovery Facility to assist the cities and County in meeting California ’ s recycling mandates , and has since recovered more than 6 billion pounds of recyclable materials , keeping them out of the landfill and reintroducing them to global materials markets .
“ We are addressing major changes in this industry ,” notes District 1 Placer County Supervisor Bonnie Gore , who also sits on the WPWMA board of directors . “ California has passed sweeping regulations to address climate change with significant impact on how we manage solid waste , and it ’ s imperative that we modify our facilities to meet compliance . On a global scale , international buyers of recycled materials are cutting back , so while recycling mandates are increasing , recycling markets have been decreasing .”
The WPWMA is now implementing its Waste Action Plan to address increasingly stringent state regulations , forecasted regional population growth and collapsing global recycling markets . Gore concludes , “ Our longterm strategic plan will modify our facilities to accommodate an anticipated doubling of population , increase the amount and type of materials we recycle , and foster public-private partnerships to develop a circular economy model that will create jobs and expand the local economy in an environmentally sensitive and sustainable manner .”
