BUS SERVICE Eagan is part of a five-city / two-county transit consortium called the Minnesota Valley Transit Authority ( MVTA ). MVTA coordinates with all transit providers in the region and participates in the regional fare system . MVTA provides Express Service to Minneapolis , Saint Paul and the University of Minnesota . MVTA also provides all-day service throughout its local communities . Most recently , MVTA began operating the METRO Red Line , the state ’ s first Bus Rapid Transit ( BRT ) line on Cedar Avenue . MVTA local service operates seven days per week .
