HISTORY West St . Paul has a deep history of families growing up and remaining in the City since its inception . Crowley , Marthaler and Hurley , names of three early settlers , are still familiar in West St . Paul . In 1858 , the lands directly across the river from present-day downtown Saint Paul were incorporated as the original City of West St . Paul , taking its name from the West Bank of the Mississippi River . In 1874 , Annapolis Street became the northern boundary of West St . Paul when the City of Saint Paul and Ramsey County adjusted its borders to the south . In 1887 , the Cities of South St . Paul and West St . Paul were joined together . Disputes regarding representation resulted in the communities becoming separate governing agencies . Present-day West St . Paul became incorporated in 1889 .
