HISTORY and COMMUNITY PROFILE The first settlers , William and Walter Strathern and C . H . Carr came from New York to stake their claims in 1853 . By 1858 , church services were being held and a post office and school had been established . At the first town meeting , held at the home of Thomas Dowd , the main issue was whether to name the town Saratoga or Rosemount .
In 1867 , a 40,000-bushel capacity elevator was built by the railroad company . During the next few years through 1875 various shops were opened including a general store , shoe store , blacksmith shop , a hardware store , harness shop , wagon shop , and a saloon . The Dakota County Tribune started publication in 1884 with Clarence P . Carpenter as editor . 1901 saw the establishment of the first railroad depot . A fire department was organized privately in 1910 and became a city department in 1945 .
The Village of Rosemount and Rosemount Township merged in 1971 . In January 1975 , Rosemount became a statutory city with a mayor / council and a city administrator . The Rosemount Port Authority was established in 1992 , replacing the Economic Development Authority . Rosemount became a Minnesota “ Star City ” in 1990 . In 2003 , the city received state certification for electronic commerce ( e-commerce ) readiness .
35.25 square miles ( 22,650 acres ) in size , Rosemount contains 114 miles of city streets . Estimated market value has increased from $ 171,046,800 in 1987 to $ 3,225,370,316 in 2021 .
