Since 2007 STARTALK has worked to increase the number of U.S. citizens learning, speaking, and teaching critical-need world languages. From only 2 languages in 2007, STARTALK has grown to offer students and world language teachers creative and engaging summer experiences in 11 critical needs languages. These summer programs strive to exemplify best practices in language education and in language teacher development.

In 2006 the Office of the Director of National Intelligence (ODNI) launched STARTALK and delegated executive oversight of the program to the National Security Agency (NSA). The NSA, in turn, awarded a contract to the National Foreign Language Center (NFLC) at the University of Maryland (UMD) to act as its subject matter expert in the implementation and administration of the program. The NFLC has continued to work with NSA to grow and improve STARTALK over the years.
